The Delay effect repeats the selected sound with an offset equal to the delay you specify in the settings dialog.
The delay will often need to extend beyond the end of the portion of the sound you have selected. Unless you have selected to automatically extend the selection to accomodate the effect in your Preferences, the effect’s delay will not be applied smoothly to the end of your selection, causing an abrupt end to the delay. To automatically have the selection extended to accomodate the complete length of the reverb, go to your Effects Preferences and enable the “Extend Effect” option.
